Drivers Say Double Yellow Line Enforcement Too Weak

More than a third of motorists believe parking restrictions on double yellow lines are not being enforced strongly enough, according to a new survey from the AA.

The poll of over 15,000 drivers found that 34% think enforcement is “too lenient”, raising questions about whether current measures are effective in deterring illegal parking. Nearly half (48%) said enforcement was “about right”, while only 4% felt it was “too strict”. A further 14% were unsure, indicating widespread uncertainty about how consistently the rules are applied.

The AA says inconsistent enforcement could be undermining road safety, putting pedestrians, cyclists, and other road users at risk.

Regional differences

The survey revealed striking variations in opinion across the UK.

  • West Midlands: 38% of respondents said enforcement was too lenient, the highest level of concern nationally.
  • Yorkshire & Humberside and East Midlands: Both regions recorded 36% calling for stricter enforcement.
  • North East: 30% of drivers said enforcement was too lenient, while 7% felt it was too strict — the highest in the UK.
  • London: Only 23% said enforcement was too lenient, which may reflect more visible enforcement or stronger awareness of parking restrictions.

Calls for more consistent enforcement

Just 13% of those who admitted to parking on double yellow lines said they had received a fine, suggesting that inconsistent application of penalties may be fuelling repeat offences.

Jack Cousens, AA head of roads policy, said: “The fact that over a third of drivers believe enforcement is too lenient shows drivers feel double yellow lines are policed differently where there should be consistency.

“But enforcement alone isn’t the answer. Councils need to combine targeted enforcement with better signage, clearer communication, and community engagement, especially where legal parking is scarce.

“We urge local authorities to focus on high-risk zones — near schools, hospitals, and busy junctions — where illegal parking poses the greatest danger. Enforcement should be part of a broader strategy to make streets safer and more accessible.”

Smarter solutions needed

The AA report also suggests many drivers would welcome a more balanced approach — combining tougher action with practical improvements. Better infrastructure, clearer signage, and more legal parking options were among the most common suggestions.

The AA says local authorities should consider:

  • Targeted enforcement in high-risk areas
  • Investment in legal parking infrastructure
  • Clear, consistent signage
  • Public education campaigns tailored to local needs

Cousens added: “By listening to drivers and responding with targeted solutions, councils and policymakers have an opportunity to restore confidence in parking enforcement and make streets safer for everyone.”
