A growing number of drivers are avoiding smart motorways due to concerns over safety and enforcement penalties. Recent figures show that 33 per cent of motorists feel uncomfortable using smart motorways, particularly those featuring all lane running.

Search engine data supports this trend, with thousands of monthly queries relating to smart motorways, suggesting a lack of awareness or understanding of how they work.

Motorists risk a £100 fine and three penalty points if they drive in a lane marked with a red X,  a signal indicating the lane is closed. This rule, designed to improve safety and manage traffic flow, is not always well understood by road users.

Drivers have reported discomfort with the design and operation of smart motorways, particularly around:

  • The short length of Emergency Refuge Areas
  • Sudden changes in speed limits displayed on overhead gantries
  • Difficulty interpreting signage while managing heavy traffic

Some drivers are choosing to take longer routes to avoid smart motorway sections, prioritising predictability and perceived safety over journey time.

There are also concerns about slip road behaviour, with many vehicles failing to use the full length of the merging lane. This contributes to unnecessary delays and congestion, especially at busy junctions.

Although the government paused the development of new all lane running smart motorways in 2023, existing stretches remain in use. Safety enhancements have been promised, including additional ERAs and clearer signage.

The data highlights the ongoing need for education and awareness around smart motorways, particularly for learner drivers and those returning to the road after a long break. Trainers are well placed to support this with up to date instruction on motorway rules, signage, and safe driving practices.
